The Waterway is the Better Way

PIANC hat auf der Jahrestagung (AGA) im Mai 2003 in Bergen (Norwegen) eine Resolution zur Förderung des Transports auf den Wasserstraßen beschlossen. Diese Resolution wurde inzwischen auch von der IAPH, der AAPA sowie der ESPO unterzeichnet. Der Text der Resolution ist in der Fassung vom Dezember 2003 nachstehend aufgeführt:

Sustainable development requires increased efforts for waterborne transport

Joint Declaration

Four international expert associations are appealing to the world for increased efforts in favor of waterborne transport. Together they have a global scope and together they want to take up global responsibilities. The four associations are: the International Navigation Association (PIANC), the IAPH, the AAPA and the ESPO.

The four associations call upon the international community, the national governments and the general public to focus attention on the urgent need for developing and maintaining waterway infrastructure - known for its fuel efficient and environmentally friendly character. In line with guidance from the United Nations and other international bodies, transportation needs must be reconciled with sustainable development.

PIANC, IAPH, AAPA and ESPO represent navigation experts and port authorities from all over the world. In a unique and combined effort, they raise concern about the slow improvement of much needed waterborne transportation infrastructure. Yet maintenance and upgrading of this infrastructure is a precondition for economic expansion and sustainable development, both in the developed world and in countries in transition.

In particular, Short Sea Shipping and inland navigation should play a much more significant role. To this end, port and related infrastructure such as rail, river and other access facilities need to be intensively enhanced to promote a modal shift of freight transportation from road to waterborne channels.

With regard to the Danube, the Elbe and the Seine-Scheldt link in Europe, the Mississippi waterway network in the United States, or the Brahmaputra, Ganges and Mekong rivers in Asia, the needs and the bottlenecks are similar – yet the focus of political authorities does not always include them as a matter of priority.

At a time when both the European Water Framework Directive (WFD) and a new priority list for transport infrastructure projects are reaching the political agenda in Europe, the four associations are drawing the attention on the need for a modal shift that will contribute to a healthier environment. As leading international sources of impartial and authoritative information on management and sustainable development of ports and waterways, the four associations extend this concern well beyond the borders of Europe. They ask national and international leaders as well as the general public to make better use of waterborne transportation for a better future. They offer their expertise to contribute to this effort.
